L-2 lies on the line defined by two large masses, beyond the smaller of the two.  In the Earth-Sun system L-2 lies beyond Earth's orbit.  In the Earth-Moon system L-2 lies outside the orbit of the Moon around the Earth.  In that latter system L-2 might be a good place to locate a mass-catcher, receiving materials from operations on the Lunar surface.   If the Lunar base is located on the great plains of the near side, then the material launched from the mass driver could easily fly near L-2.
