L-3 lies on the line defined by two large masses, beyond the larger of the two.  L-3 in the Sun–Earth system exists on the opposite side of the Sun, a little farther away from the Sun than the Earth is, where the combined pull of the Earth and Sun again causes the object to orbit with the same period as the Earth.

L-3 could be generally thought of as on the opposite side from where all the activity is occurring and as a result, is difficult to find productive uses for this location.  It might be useful as a hub for jumping off points, weigh-stations if you like.  Even that might be wishful thinking.
