Obviously the site covers a large array of topics and if this section were comprehensive in its implementation would overwhelm the site in its own right. So the intent here is NOT to provide a comprehensive set of reading references but to provide a key set. We have tried to focus the Bibliography on hard copy references that are available through independent sources. Reference material that is available electronically via the Internet, for the most part, will be listed on the Links page. One critical example of this is the Intergovernmental Panel on Climate Change's 2001 Assessment Report.
Many book sellers, like Amazon, offer end-user, comment areas for any given book. We encourage H2Orbit users to provide their thoughts about a text on those systems, rather than here. circulation models to develop climate change scenarios. The so-called IS92 scenarios
were pathbreaking. They were the first global scenarios to provide estimates
for the full suite of greenhouse gases. Much has changed since then in our understanding
of possible future greenhouse gas emissions and climate change. Therefore the
IPCC decided in 1996 to develop a new set of emissions scenarios which will
provide input to the IPCC third assessment report but can be of broader use
than the IS92 scenarios. The new scenarios provide also input for evaluating
climatic and environmental consequences of future greenhouse gas emissions and
for assessing alternative mitigation and adaptation strategies. They include
improved emission baselines and latest information on economic restructuring
throughout the world, examine different rates and trends in technological change
and expand the range of different economic-development pathways, including narrowing
of the income gap between developed and developing countries. To achieve this
a new approach was adopted to take into account a wide range of scientific perspectives,
and interactions between regions and sectors. Through the so-called "open process"
input and feedback from a community of experts much broader than the writing
team were solicited. The results of this work show that different social, economic
and technological developments have a strong impact on emission trends, without
assuming explicit climate policy interventions. The new scenarios provide also
important insights about the interlinkages between environmental quality and
development choices and will certainly be a useful tool for experts and decision
makers. |

involved. A number of social, economic, political, legal, and technological

skills locally, and sound economic policy and regulatory frameworks. Technology
transfers that meet local needs and priorities are more likely to be successful.
But there is no pre-set answer to enhancing technology transfer. Interactions
and barriers vary according to sector, type of tech-nology and country, and
recent trends in international financial flows that drive technology transfer
are altering the relative capacities and roles of different stakeholders. Policy
actions therefore need to be tailored to the specific context and interests.
The report elaborates on what governments can do to facilitate and enhance the
transfer of Environmentally Sound Technologies, but it also aims at reaching
decision makers in the private sector, lending institutions, multilateral agencies,
